How We Work.
One mission. different roles
22STARS Foundation has no employees. Our programmes in Uganda are implemented by locally registered CBOs in Kampala and Jinja, which manage their local teams directly.
As the sole funder, the Foundation works closely with both CBOs on programmes, budgets and major expenses. International coordination is supported by independent professionals for limited contracted hours, alongside significant voluntary work. This keeps 22STARS lean, locally led and financially accountable.

Local Leadership.
Leading the work in Uganda
Our work in Uganda is led by local teams who know the children, families and communities personally. They coordinate our programmes and oversee day-to-day activities across Kampala and Jinja. Their roles are locally managed and paid through our Ugandan CBOs.
International Coordination.
Connecting Uganda & the world
A small international team supports fundraising, sponsorships, communications, partnerships and coordination between Uganda and Europe. Professional work is provided independently for limited contracted hours, with significant additional time contributed voluntarily.

Meet the Kampala Team
In Kampala’s Acholi Quarter, the Shooting Stars CBO team brings our programmes to life. From teachers and cooks to coordinators and community leaders, they work closely with children, families and schools, bringing invaluable local knowledge and strong community relationships to everything we do.

Meet the Jinja Team
In Jinja’s Danida community, the Shining Stars CBO team works directly with children and families. Deeply rooted in the community, they combine education, nutrition and mentorship with practical support that helps families build stronger futures.
Accountability.
The 22STARS Foundation Board
22STARS Foundation is registered in the Netherlands and governed by a volunteer board overseeing governance, finances and compliance. The board works closely with our Ugandan leadership on strategy and major decisions. Board positions are unpaid, apart from limited volunteer allowances or expense reimbursements where applicable.
Local Governance.
Our CBO Boards
In Uganda, our programmes are implemented through two locally registered CBOs: Shooting Stars in Kampala and Shining Stars in Jinja. Rooted in the communities they serve, each has its own local Board overseeing governance, finances and accountability. Board members also hold roles within their CBO and are introduced above as part of our Kampala and Jinja teams.
